No. You have to confirm it on phone now. And then you can use it on PC

You could potentially use it with a virtual number or something like that. Although, last time I tried to do that Telegram was clever enough to not allow it. Might just be easier for you to get a phone to be honest.

Telegram requires a phone to register now. However you could get an Android environment running like Waydroid, and then have Telegram installed in it just to register an account. As for sourcing a phone number, you can either buy a burner phone + SIM card or buy your phone numbers off sites like onlinesim.io (On an unrelated note, if you want a referral link for signing up, PM me).
