Which the better form for studying XSS?

very few sites you will find XSS exploits these days. A developed understanding of javascript syntax is probably the best for learning though

I've been seeing these statements with other vulns as well for the last 5 years, yet nothing has changed.

true, you never know, but it has defintely gotten much harder.
