Can you purchase directly in Bitcoin / XMR or do you need to use something like PayPal/debit card before that is allowed e.g I know Vultr takes crypto payments but they require new accounts to make at least one payment with PayPal or card first.

We have Bitcoin and Monero (XMR) available. If you will pay with Paypal be careful because anti-fraud and payment gateways can mark your IP as suspicious and can ask for Passport ID due to the use of VPN/TOR or proxys with bad reputation, we have some clients who does credit card payments with VPN or TOR that can be filled by 3rd party payment gateway as fraud or suspicious payment.

Alexhost always recommend people using Payments like Crypto payments, we have many crypto payments available.
You don't need to use first time paypal or anything like that, you use the payment you wish.
