How was this database even obtained and why is it only partial numbers. Never seen anything like this being sold at least, I always assumed they scraped some leaky reset page API that disclosed limited info the key factor being some pw reset apis will leak the ID field of the account being reset and I have seen partial numbers but usually it's only the last 4. Answering that would definitely go a long way into you getting sales because a lot of people think it's fake anyone can generate random Id numbers and partials with a script. if this was a significant breach of any sort it would have way more data so I'll stick with the leaky password reset API theory and it also potentially makes this one of the rare crypto dbs that was obtained legally because the supreme court ruled scraping public apis is legal if it's publically accessible so that also makes it a pretty interesting DB/dataset from a legal standpoint if that's the case.
