what kind of data are we talking?

There's actually a lot of different options. For example, I made some good money back in the raidforums days comparing different DBs together to get for example a matching phone number for peoples email address. Also to gather different dbs where the same user exists to build a profile on a person to market to them. If all you're doing is either buying or selling dbs exactly as you found them you're really limiting yourself.

Maybe do not involve yourself in illegal activities and get an actual job?
