Physical location (general) from IP Address

If you need someone's general location (such as nearest city) and all you have is their IP address, can that be a somewhat reliable way of obtaining it. Obviously if they are on a VPN, it would'nt work. But would it be fairly accurately, let's say 90% of the time?

Its fairly easy to see wether someone is using a vpn or not and yes u will be able to see the person nearest city.

Just search the ip up on some ip location website. Fairly simple!

I think it's reliable if you just IP lookup his / her address.
And you can check if Ip address is in VPN provider's list first from here
