It poses absolutely no threat to the forum whatsoever. Even Nulled & Cracked have these services available.
I am not making this suggestion because I am planning to make a refunding service (I don't think I would) but because I find the whole situation extremely interesting.

like return fraud, wear & return fraud, not delivered fraud, price arbitrage, nearby address fraud, cross-merchant no-receipt returns, friendly fraud and more. This can be achieved by False clicks and fraudulent display of web-placed advertisements?

I don’t see anywhere that we don’t allow refunding services
