When using a Tor mirror, it is impossible to log in without Javascript due to the Javascript captcha. Captcha may be required, but not necessarily Javascript.

In general forums can be used without Javascript, except for logging in, but it would be nice to have more functionality. For example, it is impossible to provide reputation to users without Javascript.

Captcha without JavaScript, never heard of it. I do not think it is possible.

js-less captcha's exist, and have done for decades. every tor market uses them.
usually consists of randomly generated image with text to type out, or a clock and user needs to input the correct time.

Yes.
I would put entire Tor website behind https://github.com/onionltd/EndGame and use onion market type captcha example on Dread onion.
Clock captcha might be bad for users whose brain isn't quick 😁

Another solution after sign up register and show unique token for users. That token must be used with username and password during log in over Tor
It makes brute forcing impossible without working user account and making log in attempt tracking easy.

First solution harder to implement but it addressed scraping and bruteforce and website is still available without registration
Second solution address only bruteforce.

Javascript is dogshit.

Support this. This may take more time since that mean there lot tweak and rewritten on site source code. Pomp can't just do this alone, he/she will need lot assistance and probably fund to. Maybe if lockbit and other brand fund and help transition to non-JavaScript will be very helpful.
