If possible fully functional forum without javascript, but for now i think non javascript editor or shoutbox are good star.

i just realize that user accessing from clear net still need to enable java scripts to pass through cloud-flare, and from my observation into darknet market and other place there none of them offering non-javascript chat-box. the only time i see non-javascript chat system was from localmonero(dot)co for connecting buyer and seller.

I think the irc chat* solution may more realistic compare building from scratch non-javascript chatbox, but the drawback is there cost and resource need to pour more for it, also are chat sync with shoutbox ?

For Text editor for thread writing i still can't find solution or suggestion for this, but Dread have functional text editor without javascripts.
