If you have the money, then mullvad and your choice of browser. If you don't have money, then tor. I also use tor, but because it's more secure than the clearweb, even with the amount of compromised nodes. In conclusion, you have to decide (I know it's hard when people don't do that for you). Both are good options, VPN is subjectively dependent on how much you trust a single entity with your data, while with tor you put your trust in the system itself. Proxies if i am not mistaking are good for scraping and scripts since you can dispose of them once one gets blocked, and are not blocked from the get go as some VPNs. And TOR if you want to go all out, but for the clearnet i think its overkill since you can be identified in other more effective ways than IP address, combine it with the Tor Browser and it's a different story.
