obtain a target, and then get identifiable info on them. either from data breaches or from phishing links. The ledger breach and other crypto breaches will be helpful, but have been rinsed already a lil bit. You can make the whole process much easier if you have an "inny" on the inside doing the swap for you, but if you don't you'll have to SE an employee at their phone company.
It's very easy to find out what carrier a number is connected to using tools like FreeCarrierLookup.com, so it won't be a problem to find their carrier, if you are not phishing nor have an inny, you might have some missing details like Date of birth, however with enough confidence and sideballing you can convince the low payed customer service rep to do the swap.
