There are hackers who do not work with hidden IP only those from countries where there are alliances with European American authorities but countries like China, Russia and other countries

They could "place a wanted ad and try many actions to arrest them, but since there is no alliance with international authorities, many are not arrested.

A good lawyer would be able to use the database or the information he has as leverage and potentially reduce his sentence if he pleads guilty. It's not unreasonable to think that cooperating with the feds now will save him time in the long run.
