yes, in an OT offline closed system yes. but why would you go there?
in my opinion the only real vote is direct democratic vote that is NOT SECRET. 
I vote, and I can check my vote during and after polls + centralized data.
Without a system like this in place, whenever you cast a vote and bin it, you can never now how it was COUNTED.

so again, electronic vote, should come as an OT, as a centralized system that oversees the votes as they are counted and making information publicly display at all times - safe
any other vote system be it electronic, crypted, casted in bin - flawed, unsafe, easy to corrupt, unreliable.

Safe? As in not causing you harm?

I may have been living under a rock, but what countries in the world are using these machines in their elections?

I would not trust a machine to do something as sensitive and important as electing government officials.

Far safer than paper voting. Paper can be staged and easy to manipulate. Besides, if everything else is going paperless, why not voting?

transition from paper to electronic needs to take place but paper maybe easier to manipulate but electronic opens to more ways of attack i guess depends how you look at it

True that. I was surprised to see that there are about 30 countries in the world already using some type of machine for electronic voting.
