I'm curious why most VPN companies don't go diskless since it'll both lower costs slightly and improve security since the operating system, software and data can all be loaded in RAM and thus wiped after a reboot or power loss.

Because most VPN companies are marketing companies, not VPN companies

A fair point especially the smaller ones that are just renting out servers from company's like Digital Ocean, Azure or OVH.
