You will need a # number for account setup. You could use a service like twilio or, if you're in a country like the UK you can get SIMS without providing ID. You can then change the # to a random mobile # not connected to you e.g. not recorded against the IMEI of the device you used for the SIM IF you stay logged into telegram on at least 1 device.
