Well, its on a computer just like yours, usually linux - you just get a reverse shell/ backdoor and download it - or certain databases can just be dumped by SQL injection. The real challenge is getting access, the downloading part is the easiest.

Dumping database is using the target resources, hacker device shouldn't used to be highest spec. The one important just fast and secure network connection beside hacking skill.
