I'll kick this off.
Whatever political affiliation is most common in their community, pick the polar opposite and send recruitment leaflets / propaganda for the opposition to all of their neighbors. Also include MLM recruitment letters or something that reference the target as the referrer, so that the good people know who is responsible for the flood of mail.
Example: if they're in a conservative area, get NAMBLA to send leaflets to everyone except the target. Include something (anything, could be furniture or clothes magazines) also that says "Billy so and so said you might like this"
