I would say python because its just the most common language for that type of stuff.

depends on what type of "hacking" your doing, python is quite good for scripting and automating stuff as well as reverse engineering but C/C++ gives you a better understanding of how your computer actually works.

for hacking i use linux (kali) and metasploits for infecting.

for bulk pc infecting you must use a good rat with god crypter.
