What scanner are we talking about ? Do you want to login into user account and check balance which is not possible well you can't mass check that's sure. if you are into phising and need to check valid emails for paypal scam page delivery then you can create paypal email validator.

I believe the confusion stems from the fact that the Chinese word for checker literally translates to "scanner" (扫号器). It is clear based on the context and the attached image that the desired tool is a checker.
