Put the Rules & Policies icon on the top bar along with the dbs, upgrades, search, etc. instead of inside the extras so that it's more navigable because there's too much people who won't check the extras bar.

also, other people suggested there should be a screening for the rules & policies after registration, which I think should also be included.
