10 mil is peanut for government organization with its attitude. On the other hand, it depends on whether these hackers can be trusted to leak data despite paying. Anyway they are screwed!

Only complete losers pay ransoms. You have absolutely zero guarantee that the hacker won't sell / release the data after. What's so bad about health records leaking ? Bad for their corporate image but who gives a fuck looking at someone elses health record ... maybe for some high ranking officials but those won't go to a regular fucking hospital lmao

For ordinary people, no one should care. However, if you have any sensitive history, there may be bored people who will harass you or something. That will be annoying.
