This + a basic English test is probably both easy to implement and effective

i agree or just warn about being instantly banned if they speak other languages other than english. The really thing is educating new people to follow the rules and having a good time 😎

No point and a huge waste of time to implement in my opinion.

People will still continue to break the rules, no matter what.

Making the users to preview rules before signing up seems ok to me. BUT, What kind of questions are we talking here?
Those who share kindness, I will repay that payment 10-fold, and Who do injustice, try to hurt the innocent, I will repay that injustice a 1000 times over.

Let the users read all the rules of the forum first, then ask them questions related to the rules (like 5 questions with multiple answers that needs to change over the time) to see if they actually did read those rules and understood them. Also when an answer is incorrect for 2 times it will kick you out of session.
This would also be another step to block people that creates lot of spam accounts.
