The first time a user connects to the shoutbox, they should be greeted with a list of rules, and can only connect and start chatting once they press a button or enter a command to confirm they have read and accept the rules and the consequences for not following them.

I see too many people advertising shit in the shoutbox without even making a thread, then they get angry when I try to help them. It's fucking ridiculous.
