If you go here https://breached.to/Announcement-Database-Index you can download the databases, that's all. You'd have to create a whole new system just to search in all of those databases.

how is it useless? He would still need to clean it, and get all the hashes deshashed or use an api like on hashes.org to do it per request.
plus those are public dbs we are talking about adding in the private ones. Like leakedsource had , but this time run iit on something like azure table storage so the cost for running it would be barely noticable.
Only cost the owner would endure would be paying for private dbs and maybe a FBI raid.
If the pricing is good, its totally worth it
