But as @incombingBG mentioned it is way more about social engineering and understanding humans than about the tools you use.

Theres no such a thing as a "Best Os For Hacking", most of the  "Hacking" os are just debian-based distros with tools, thats it

kali linux is the go to

I'll throw my vote in vote for parrot just to not be mainstream lol. If you follow along tutorials often they will reference kali but if you are well versed enough in linux generally there's not a reason you can't always do something comparable in other linux distros

Solid options just don't use them as your main OS

It all depends on what you are looking for out of your operating system. While Linux is the standard, there is nothing stopping you from using Windows, OSX, BSD, or anything else. The operating system won't give you any special skills or anything, so just work with that you're comfortable with.
If you are new to Linux I recommend Linux Mint or Fedora 36. I personally use Qubes OS, so you can look into that if you want to go crazy.
