i think there is no special legal tool to extract information from tiktok.

Real name? Perhaps you could use https://pimeyes.com/en is a face recognition search engine and can give you other photos of that person in different websites, like social networks. But you need to be more accurate with the information you are looking for, there are tons of OSINT tools.

Yep, there are just Tiktok scrapers on github but can be very useful for gathering data to perform some analysis later.
