DART / FLutter would be good
but for small project i love build it with cordova. just need some PWA and put it on cordova, done

if you want something new rather than flutter or java/kotlin, you could try .net maui to learn new thing. Nativescript and react native also worth to try if your basic is js/typescript.

try dart, I think it easy to learning, dart can be use for front end back end also

Java for effectiveness
For rapid development, i prefer flutter/dart

kotlin > java

Kotlin, its just a better alternative for Java.
