Most teens who "know" programming just taught themselves some really basic shit. They're rarely competent enough to make anything useful and innovative.

program as a developer no, but knowing basic concepts like loops, functions etc is more and more common. it's taught in middle in school in many countries even

i tihnk with the fact that IT is taking over our lives 
it will reach a point that knowing how to code is the norm , or more like  an obligation to stay relevant in  the job market and maybe in life in the future  
so yes , it is becoming common due to exposer  to know  a programming language
