Game dev is more difficult. To develop a nice game, what you need is not just good programming skills but also great sense for graphic arts and BGM.

True and even if one of those things suck it can ruin the whole game experience

Both are fun, but cheat development is clearly harder since you actually need to reverse engineer the game’s code.
