I haven't watched Horimiya but I bet it would be on my list of top anime.

Silent voice is the best one on my romance list tbh.

Even though The Ancient Magus Bride isn't considered romance, I like to count it as so. If it was, it would be second in place for romance.

I guess toradora is also ok. I wouldn't say it is the best, but I can't really think of another one that wouldn't mentioned earlier
