You won't find anyone publicly advertising scanning servers,since they get in issues with internet providers fairly often and it's rarely profitable. You can try a digital ocean account,3 or 10 droplets,depends on your luck how much it lasts until you get admin locked [usually between 3-10 days,depends on what you use it for]. I think CrazyRDP also "allows" port scanning [although you gotta pay for IP change if you get blacklisted]

I use DO for mass scanning and i never get any trouble (i delete the server once the scan if finish)
