Iran ,Korea , Israel putting in a lot of effort, but USA is NO.1 which is Internet Birthplace.

USA is the best, but the most hackers which you will see are russian because they need money and it's kind of easy for them to get money when hacking stuff :)

It's not possible to ever know who the individual best hackers are, but Estonia barely has a million people. I'm not saying they're not good, but they don't have as many good ones as bigger countries.

Your point is a good and valid point. The context I bring is that historically Estonia is considered the country with the most digitized society in the world.
This inevitably causes the country's hacking scene to become strong.

As far as the number of individuals with the skillset I would say Israel,Russia,Ukraine,Estonia. It's different when discussing APT from Nation States.

I would say China, most of phones and network equipment are from China.
