I see no reason as to why a platform would be allowed to reject an emergency data request due to the target's absence on their platform.
Either there's a certain law dictating a given last active timespan for which data disclosure has to be met or this it's all just a mistake on your side.
Perhaps your request lacks of eloquent phrasing and was therefore considered as non eligible for the required degree of urgency.

It might also depend on what you are requesting. If it's IPs, ISP ownership logs won't be stored for much longer than a month, if even a week, anyways.
Just request a mere email or any other user data record, which is kept alongside the user's identity table and make up an impenetrable reason.
