No clue, on raidforums it didn't have date. 
However, I'd imagine this being not recent - Looking through the members listed in this data, most of them were old. It also only lists partial data- usernames that start with A to J. Because A-J was around 400k members, the total amount of users would probably be around 1M. So, I looked at the forum in the web archive. 2013 is the most reasonable date. Had 1M members at the time and many of the users in the list were created before or around that time (2012 had around like 500k).

Edit: A more rounded date would be around late-2012 to early 2013; they hadn't implemented emails until april 3-5. They also apparently reset everyone's passwords on late december of 2012.
